So, not all of us are artists or photo editors. Or maybe you are an artist or photo editor, and you're just lazy sometimes- like me. Or maybe you just love coloring books and enjoy coloring- also like me.
Luckily, some artists are kind enough to draw Lineart and make Bases that are free to use. This is purely out of the goodness of their own hearts.
When we use bases and free lineart we need to make sure to be RESPECTFUL. Absolutely no art theft is tolerated on this site. If we find out that you're stealing art, we'll remove it immediately and ban you from ever using art on here again.
Read the artist's rules for using their free art and FOLLOW THEM. Always credit them with a link back, and never remove their signature from a work while you're editing!
Now that we've got that out of the way, here's some useful links.
Sizzleshorts was kind enough to give us permission to use their amazing, realistic dog bases outside of deviantART. It seems like she's drawn every popular breed.

That should pretty much cover all the "bases" (don't hit me), but here's more links in case those didn't strike your fancy.
Remember, each individual artist has their own rules for how their free artwork is used/credited. It's usually posted in the Description of each work, or on their page/journals.

Okay, now that you've got your Base, you'll be wanting to color it and edit it
DON'T USE MS PAINT.
Some artists like to draw with MS Paint and that's fine, but it's not good for Base editing. It leaves spots and it looks bad. There's no reason to use MS Paint for this when there's tons and tons of free art programs with Layers. You need a program with Layers in order to set the lineart to Multiply, so you can color over it.
If you absolutely adore MS paint and won't consider using anything else- use this tutorial. Be warned, eye burning art, or art with spots all over it won't fly here.
Here's a list of some free art programs. I've used many of them myself and can vouch for them. Of course if you'd like to draw your own image or manipulate a photo, these are excellent choices too.

Fire Alpaca (this is my favorite of the bunch because it's so small and simple, very similar to SAI).
Krita (recommended if you want something more complex than Fire Alpaca. Krita Studio for Desktop is free and has tons of cool features. It's like a mixture of SAI and Photoshop.)
MyPaint
Paint.NET (this program is TINY and very simple. If you don't want something that takes up too much RAM, this is the best choice. It doesn't support pen pressure, but you can do pixel style art in it).
GIMP
Gimphoto
Browser Based
Pixlr Editor
SumoPaint
deviantART muro (you need a DA account, obviously)
